Shoreline’s Response to the
American Recovery and Reinvestment Act

On February 17, 2009, President Obama signed into law the American Recovery and Reinvestment Act (ARRA) of 2009, which allocates federal funds to preserve and create jobs.

The City of Shoreline is making plans to apply for all funds where they are available for City Council plans and goals. In some cases, however, Washington State and federal agencies have not released information on application processes, criteria and guidelines. The City will continue to be vigilant in tracking funding as it is made available.

ARRA Programs That May Benefit City Priorities
Community Development Block Grant (CDBG)
The City of Shoreline used these funds for program administration and to construct curb ramps and sidewalk panel replacements along arterial corridors. The City Council took public comment on the use of the CDBG funds and subsequently approved this use at their May 26, 2009 regular meeting. The program administration funds ($4,675) were used during the 2010 fiscal year. The City of Shoreline signed an agreement with King County (our CDBG funds are provided through the King County CDBG Consortium) to implement the CDBG ARRA construction project. The curb ramp and sidewalk replacement project along 5th Avenue NE and 15th Avenue NE between NE 145th Street and NE 165th Street ($84,143) was bid in May of 2010. The bid was awarded to Storey Construction and the project was completed in July 2010.

Energy Efficiency and Conservation Block Grant (EECBG)
The US Department of Energy (DOE) provides these funds for projects that will assist in reducing fossil fuel emissions in a manner that is environmentally sustainable and maximizes benefits for local and regional communities. The City Council approved the EECBG contract on January 11, 2010, to include the following projects:

The City Hall portion of the EECBG program is complete. In June of 2011, O’Brien & Company was awarded a contract to develop the Sustainability Performance Indicator Display Interface; their work is scheduled to be complete by December 2011. The Green Business Conference took place in March 2011; this project was slightly under budget at $4,246. The City currently is in the process of requesting the remaining funds be combined with the LED Streetlight funds (the project, through discussions with DOE staff, was deemed to be not eligible) and reprogrammed to purchase solar-powered trash compactors for use at Metro bus stops on Aurora Avenue N. Pending DOE approval; this project will be complete by December 2011.

Byrne Memorial Justice Assistance Grant (JAG)
These law enforcement funds are available from the Department of Justice, Bureau of Justice Assistance. The City is eligible to apply for funds and is working with other regional partners to develop a funding strategy. The City, in collaboration with other King County jurisdictions, submitted an application to the Department of Justice on May 11, 2009. As part of that collaboration, in December 2009, the City of Shoreline signed an agreement with the City of Seattle for the implementation of Shoreline’s JAG project. In 2010, we purchased equipment (rifle plates, evacuation stretchers, tactical backpacks) and a computer server for the City’s automatic license plate reader system. These items totaled $23,600. The City’s remaining ARRA JAG funds will be spent to purchase a prisoner transport vehicle in 2011.
